As an international waste management expert, he has been involved with waste management and on-site sanitation since three and half decades in different parts of the world, working with international organisations like WHO, ADB, IGES (Japan), Rotary international, Government of India, PSU, Private Sector, NGO Sector and had opportunity of working with GIZ and ICLEI during preparation of the Municipal Solid Waste Management Manual and Guidelines on Usage of RDF.

A dedicated reliable and responsible professional expert, retired from the highest post of his engineering career i.e. Engineer in Chief cum Special Secretary having wide and diversified experience of 39 years in the field of rural and urban water supply; Environmental Sanitation; storm water drainage; sewerage and sewage treatment plant; environmental management and other river pollution abatement Projects; Implementation of environmental laws; EIA, EMP formulation; GHG Emission and its mitigation and climate change project; Public awareness and capacity building activities. A highly committed team leader having led multi-disciplinary team of more than 1200 Civil/Mechanical/Electrical Engineers (Chief Engineers to Junior Engineers) with multitasking technical and administrative support staffs and possessing project management skills including planning; detailed engineering ; design management; procurement and contract strategy and management; Project implementation including construction supervision and management, asset management, cost control and quality assurance, monitoring, evaluation and reporting ; good communication and decision making skills; displaying excellent analytical and problem solving skills with flexible adaptable approach to work. . After M. Tech, he worked with Ministry of Environment and Forest for 4 years in Delhi and then after, he joined with Public Health Engineering Department (PHED), Govt. of Bihar in May, 1986. He worked with PHED, GOB for nearly 32 years on different posts from Assistant Engineer to Engineer in Chief cum Special Secretary. During his tenure with PHED, he worked for many important projects namely ‘’Koshi Amrit Peyjal Yojna”,” Ganga Action Plan”, Dhanbad, Ranchi, Gaya Water supply Projects, World Bank and DFID assisted projects and GOB famous “Har Ghar Nal ka Jal Yojana. During his tenure in state of Bihar he served with his best of abilities, knowledge and experience and contributed a lot for the service to society of Bihar. He retired on 31st Jan.2018 after serving for nearly 37 years with Central/ State Govt.
As director of a Training and Research Centre “PRANJAL” under the department, I was heading the team responsible for planning and implementation of IEC and Capacity Building Activities. Various training/orientation Programmes for engineers (Chief engineers to junior engineers) on water supply and sanitation were organized locally or in reputed institutions like IIT Kharagpur, IIM Ahmedabad. Training /orientation Programmes for chemists, public representatives and grass roots stakeholders were also organized.
I am having wide and long experience of working with Multilateral, Bilateral and National Govt./ donor agencies i.e. World bank, DFID, JAICA, ADB and NABARD for their assisted projects with fund raising, project management and coordination skills to work with Central/State government departments and donor agencies. I have participated, delivered key note lecture, chaired technical session in various international/national training programs, conferences, seminars and workshops in related fields.
Dr. Singh has visited various countries such as Netherlands, Germany, France, England, Switzerland, Austria, Nepal, Japan, Lao PDR, Madagascar. He has been awarded “Abhiyanta Ratna”.
He has great passion to work for Professional Bodies /Service Association. Presently, he is President of Indian Water Works Association, a largest professional body for water and environmental engineers having membership of 12000 plus. He was President of BESA and Joint Secretary of Institution of Engineers (India). He is chairman of Patna Centre and Vice President of Indian Water Works Association Mumbai, President of Institution of Water and Environment, New Delhi. Besides this, he is associated with various technical committees and he is empaneled Arbitrator.
Currently, Dr. Singh works as Senior Adviser with International Academy of Environmental Sanitation and Public Health and also as freelance Adviser/Expert with other organization and continue to serve the society with best of his knowledge and experience.
Prof. K.J. Nath is widely regarded as one of India’s foremost experts on Sanitation and Community Water Supply, Environmental Health and Public Health Engineering. As Professor of Environmental Sanitation and Director of the All India Institute of Hygiene & Pubic Health (AIIH&PH), Govt. of India (GOI), he did seminal works on rural and urban sanitation and water supply, urban waste management, air and water pollution, water quality surveillance, environmental epidemiology and impact assessment. His expertise has been requisitioned by several National & International Organizations including the Planning Commission, Council of Scientific & Industrial Research (CSIR), Indian Council of Medical Research Institutes (ICMR). Ministries of Environment, Health, Urban Development, and Rural Development of the Govt. of India as well as State Govts. & Local and Development agencies, Research Academic Institutes. At the International level, he has served on a number of occasions as a consultant and Member/Chairman of expert panels of the World Bank, Asian Development Bank, WHO, UNICEF, UNEP, UNDP, WSSCC, UN-Habitat, International Scientific Forum on Home Hygiene (IFH), U.K, U.S Trade Development Agency etc. He served as a Member of Steering Committee/Working Group of the Planning Commission from the sixth 5 Year Plan to 10th 5 Year Plan. He was a Member of the Planning Commission High Power Committees on SWM and Public Health (1997-1998), Steering Committees of the 1st and 2nd Phase Ganga Action Plan, Expert Member of NGRBA (2009-2014), National Task Force on Environmental Health, Chairman of the National Co-ordination Council on Water Quality, Rajiv Gandhi Drinking Water Mission. Presently he is the Chairman, Arsenic Task Force, West Bengal; Chairman, Core Committee on Water Quality, Safety & Security, Govt. of West Bengal and Member, Scientific Advisory Board and SEA Regional Coordinator, International Scientific Forum on Home Hygiene (IFH), UK, Member of the Technology Advisory Group, WHO (Climate Resilient WASH), President of Institution of Public Health Engineers, India (IPHE), the premier national professional association of the Public Health Engineers in India. He has published more than 150 research and review papers, books, monograms etc. He has received several awards including Rajiv Gandhi Memorial Sulabh Sanitation Award (1998), Environmental Scientist of the Country award by National Environmental Science Academy (1999), Golden Jubilee award of the Indian Public Health Association (2007), Most Eminent Public Health Engineer of the Country by Institute of Engineers in 2008. He is a fellow of the National Academy of Sciences, India; Indian of Public Health Association; Institution of Public Health Engineers, India; Institute of Engineers; Indian Water Works Association and he is an Honorary Fellow of the National Environmental Science Academy, India and Member, International Water Academy, Oslo.
Presently he is working with International Academy of Environmental Sanitation and Public Health as Advisor.
