Employment and professional involvement:

As an international waste management expert, he has been involved with waste management and on-site sanitation since three and half decades in different parts of the world, working with international organisations like WHO, ADB, IGES (Japan), Rotary international, Government of India, PSU, Private Sector, NGO Sector and had opportunity of working with GIZ and ICLEI during preparation of the Municipal Solid Waste Management Manual and Guidelines on Usage of RDF.

• Current position: Honorary Chairman, International Academy of Environmental Sanitation and Public Health, New Delhi since April 2019 (as a professional with GST payment by the Academy).
• Earlier positions : Honorary Director General, Sulabh International Social Service Organisation (SISSO) April 2016 – March 2019 (as a professional with GST payment from SISSO). SISSO is an international level NGO, working on affordable on-site sanitation and social engineering for human dignity and is in Consultative Status with UN ECOSOC.
• Retired from HUDCO (under the Ministry of Housing and Urban Development – presently MoH&UA, Government of India) in the year 2005 (July) as Head of Waste Management Cell and Chief of Projects.
  Nature of job: financing infrastructure projects, consultancy and execution of municipal and bio-medical waste management projects.
• Chief Technical Officer (CTO), IL&FS Environmental Infrastructure & Services Ltd. (August 2005 - March 2016).
  
  Nature of job:As CTO, overall supervision of design, construction, operation and maintenance, trouble- shooting etc. for more than a dozen waste management assets related to composting (aerobic windrow, static pile, vermicomposting from 20-500 tons per day capacity), waste to energy by conversion into RDF (refuse derived fuel), RDF to electrical power (1300 tons per day), landfilling, remediation of dumpsite (consultancy for closure of Gorai dumpsite situated on Gorai creek), design and construction of transfer station (limited land area) etc.
  During this period the first project for management of C&D waste in India was developed and installed in Delhi. The technology for ‘dry’ and ‘wet’ processing of C&D waste was completely developed n this company (during 2009-14). In fact, ‘wet’ processing of C&D waste is possibly not done anywhere across the globe. Thereafter IS 383 was modified and C&D Waste Rules, 2016 was notified. I had very important role in both. Market development was the next challenge taken up successfully.
  Multi-country assignments on waste management:
  • As consultant to the Asian Development Bank (ADB) – India, Nepal, Bangladesh, Sri Lanka
  • Institute of Global Environmental Sustainability (IGES), Japan – India, Thailand, Indonesia, Bangladesh, Sri Lanka and China
  • Rotary International – Argentina, Bolivia, Paraguay
• Worked with TERI (The Energy and Resources Institute) as consultant from 2005 to 2008 on renewable energy, environment and waste management.
• Sulabh International Institute of Technical Research and Training till April 1995 as Director. During this period lot of work was done on public toilet linked biogas plants culminating in an improved design which was approved by the Ministry of New and Renewable Energy for subsidy. Was instrumental in bringing DEWATS (Decentralized Waste Water Treatment Systems) to India in 1994 resulting in an EU funded joint DEWATS project in India and China in which Sulabh International and five other organizations from China, Germany (BORDA) and France had collaborated.
• Consultant to the World Health Organisation in China (Environmental Sanitation, 1989)
• Consultant to Rotary International in Argentina, Bolivia and Paraguay to fight Cholera (1992).

• Member, ‘Technology Evaluation Committee for Solid and Liquid Waste and Water Supply’, set up by MoH&UA.
• Chairman, Expert Committee for Standardizing RDF (refuse derived fuel), report launched in September 2018.
• Chairman, Expert Committee, MoH&UA for preparing the ‘Manual on Municipal Solid Waste Management’ which was launched on 6th August, 2016.
  GIZ had played a very important role in both these works.
• Member of the committee drafting the revised Solid Waste Management Rules 2016 (Ministry of Environment Forests and Climate Change), C&D Waste Management Rules 2016.
• ‘IRC Guidelines on Use of Recycled Construction and Demolition Waste in Road Works’ (Indian Road Congress) – co-author.
• Convenor, Bureau of Indian Standards (BIS) Panel working on formulating standards for implements / equipment for Solid Waste Management.
• Convenor for the BIS Panel for bringing out standards for RDF
• On the BIS Panel working on alternative aggregates for modification of IS:383.

A highly committed team leader having led multi-disciplinary team of more than 1200 Civil/Mechanical/Electrical Engineers (Chief Engineers to Junior Engineers) with multitasking technical and administrative support staffs and possessing project management skills including planning; detailed engineering ; design management; procurement and contract strategy and management; Project implementation including construction supervision and management, asset management, cost control and quality assurance, monitoring, evaluation and reporting ; good communication and decision making skills; displaying excellent analytical and problem solving skills with flexible adaptable approach to work. . After M. Tech, he worked with Ministry of Environment and Forest for 4 years in Delhi and then after, he joined with Public Health Engineering Department (PHED), Govt. of Bihar in May, 1986. He worked with PHED, GOB for nearly 32 years on different posts from Assistant Engineer to Engineer in Chief cum Special Secretary. During his tenure with PHED, he worked for many important projects namely ‘’Koshi Amrit Peyjal Yojna”,” Ganga Action Plan”, Dhanbad, Ranchi, Gaya Water supply Projects, World Bank and DFID assisted projects and GOB famous “Har Ghar Nal ka Jal Yojana. During his tenure in state of Bihar he served with his best of abilities, knowledge and experience and contributed a lot for the service to society of Bihar. He retired on 31st Jan.2018 after serving for nearly 37 years with Central/ State Govt.

As director of a Training and Research Centre “PRANJAL” under the department, I was heading the team responsible for planning and implementation of IEC and Capacity Building Activities. Various training/orientation Programmes for engineers (Chief engineers to junior engineers) on water supply and sanitation were organized locally or in reputed institutions like IIT Kharagpur, IIM Ahmedabad. Training /orientation Programmes for chemists, public representatives and grass roots stakeholders were also organized.

I am having wide and long experience of working with Multilateral, Bilateral and National Govt./ donor agencies i.e. World bank, DFID, JAICA, ADB and NABARD for their assisted projects with fund raising, project management and coordination skills to work with Central/State government departments and donor agencies. I have participated, delivered key note lecture, chaired technical session in various international/national training programs, conferences, seminars and workshops in related fields.

Dr. Singh has visited various countries such as Netherlands, Germany, France, England, Switzerland, Austria, Nepal, Japan, Lao PDR, Madagascar. He has been awarded “Abhiyanta Ratna”.

He has great passion to work for Professional Bodies /Service Association. Presently, he is President of Indian Water Works Association, a largest professional body for water and environmental engineers having membership of 12000 plus. He was President of BESA and Joint Secretary of Institution of Engineers (India). He is chairman of Patna Centre and Vice President of Indian Water Works Association Mumbai, President of Institution of Water and Environment, New Delhi. Besides this, he is associated with various technical committees and he is empaneled Arbitrator.

Currently, Dr. Singh works as Senior Adviser with International Academy of Environmental Sanitation and Public Health and also as freelance Adviser/Expert with other organization and continue to serve the society with best of his knowledge and experience.
